(a) Any owner of premises situated outside the corporate limits of the City which are in the proximity of a public water main, may apply for a connection to a public main. Such connection shall be subject to all rules and regulations of the City of Willoughby Hills and the Lake County Department of Utilities.
(b) Applications for water service connections outside of Willoughby Hills shall be signed by the owner of premises to be served, along with a one thousand dollar ($1,000) cash tap-in fee for each benefit unit to be served. Such charge is hereby levied against such property owner whose premises are situated outside the City corporate limits. The proceeds of such tap-in charges shall inure to benefit the General Fund of the City and may be appropriated by Council for any lawful public purpose.
