(a) Any person who owns or is in charge of or responsible for any real property within the City who installs or maintains a water service connection to any public water main, shall be deemed to have accepted the provisions of all rules and regulations of the City of Willoughby Hills and the Lake County Department of Utilities and further such person shall be liable for all water and service charges to such premises.
(b) The City of Willoughby Hills and Lake County Department of Utilities may charge directly to such owner or person responsible for the property for all of the water bills or any portion of them. All delinquent water bills, when duly certified to the Auditor of Lake County, Ohio, shall be a lien upon the real estate for which such water was supplied.
