909.07 CULVERT INSTALLATION, NOTICE AND COST.
   If the Director of Public Service determines that a culvert is required anywhere within the right- of-way adjacent to any of the public streets or highways in order to provide for adequate drainage for such streets and highways, he shall serve written notice upon the property owner for the installation of such culvert. In the event that the property owner fails to install the culvert or fails to install such culvert in such manner as to function properly within fifteen days after service of such notice, the Director shall install such culvert. The charges for the installation of the culvert shall be forwarded to the property owner and are made a lien on the corresponding lot, land or premises upon which such culvert is situated; if such charges are not paid within thirty days after becoming due and payable, they shall be certified by the Director of Finance to the Auditor of Lake County with interest and penalties allowed by law and such charges shall be collected as other real property taxes are collected.
