745.04 REGISTRATION OF PRIVATE POLICEMEN.
   No person shall act as a private policeman, or hold himself out as a private policeman within the limits of the City unless he has first been registered with the Chief of Police. To apply for such registration the applicant shall submit the following information on such forms as are designed by the Chief:
   (a)   Name;
   (b)   Age;
   (c)   Social Security number;
   (d)   Current address and all other addresses at which the applicant has resided in the past five years;
   (e)   A brief statement of the applicant’s qualifications, training and prior experience;
   (f)   The name and address of the applicant’s employer;
   (g)   The address where the applicant will be employed and a description of the services he will perform;
   (h)   A photostatic copy of the certificate issued by the Ohio Peace Officers Training Council for any man that will be carrying a handgun or other weapon while employed as a private policeman in the City, unless he has completed twenty years of active duty as a peace officer, as defined in Ohio R.C. 109.71;
   (i)   The names and addresses of two character references.
   The Chief is authorized to conduct an investigation into the background of each applicant. No applicant shall be registered if upon investigation the Chief reasonably determines that such applicant is not a person of suitable character.
