Any hand gun or other weapon that will be carried by any private policeman within the limits of the City shall be registered with the Chief of Police. No private policeman shall carry a hand gun or other weapon while on duty as a private policeman unless he has first obtained a certificate pursuant to Ohio R.C. 109.78 or completed twenty years of active duty as a peace officer as defined in Ohio R.C. 109.71.
