Every person, firm or corporation holding a permit or renewal of a permit under the authority of this chapter shall:
(a) Maintain a daily record of all accidents involving damage to property or injury to persons and including the name and address of the person or persons hiring the horse or horses involved in such accident, the location of the accident, the names and addresses of each person sustaining damage to property or bodily injury. Such records shall be open to public inspection.
(b) Maintain a daily record of the names and addresses of each person hiring a horse from the permittee.
(c) (EDITOR’S NOTE: Former subsection (c) hereof was repealed by Ordinance 1997- 10A.)
(d) Require each horse owned by such permittee at all times to be confined upon the premises of the permittee or under the reasonable control of some person.
(e) Maintain in a reasonably clean and sanitary condition all stables, yards, corrals and other places where horses are kept.
(f) Authorize inspections of the permit, premises and record by the Director of Public Safety or his representative at all reasonable times.
