709.03 LICENSE REQUIRED; APPLICATION; FEE.
   (a)   Application for a license to solicit shall be made on a form supplied by the Police Department, or other City representative designated by the Mayor. When filed, it shall be accompanied by a license fee of twenty dollars ($20.00) which shall respond to adjudicated claims against the licensee of fraud, misrepresentation or incorrect financial transactions.
 
   (b)   Any application upon filing shall be forwarded immediately to the Chief of Police. The Department of Police shall investigate the same and report back to the Police Department, or other City representative designated by the Mayor.

   (c)   If the report shows the applicant to be free from criminal convictions, other than traffic charges, the Police Department, or other City representative designated by the Mayor, shall issue the license. Otherwise, the Police Department, or other City representative designated by the Mayor shall refund the fee and decline to issue the license.

   (d)   The license, if granted, shall be issued for a period of thirty (30) days and shall only be valid during such period. It shall not be transferable.
 
   (e)   The Police Department, or other City representative designated by the Mayor, shall maintain, open to the public, a registry which shall show the names of all license holders, the purpose of the solicitation and the period of the license.
