545.21 POSSESSION OF MUNICIPAL PROPERTY.
   (a)   No person, without lawful authority, shall have in his control or possession any equipment, tools, implements or other property belonging to the Municipality.
 
   (b)   Whoever violates this section is guilty of a minor misdemeanor.
