(a) Maintenance.
(1) A sign, together with all its supports, braces, guys and anchors, shall be kept in good repair and in a proper state of preservation. The Building Official may order the removal of any sign that is not maintained in accordance with the provisions of this article.
(2) Any sign which was erected five years prior to the final passage of this article shall be inspected by a qualified sign installer to see that the supports, braces, guys and anchors are in good repair and in a proper state of preservation and such sign shall in no way endanger the public safety. The qualified sign inspector making the inspection shall certify to the Building Official that the sign inspected is in good repair and in no way endangers the public safety.
(b) Installation. A sign shall not be erected, constructed or maintained so as to obstruct any fire escape, window, door or other opening, or so as to prevent free passage from one part of a roof to any other part thereof. A sign shall not be attached in any form, shape or manner to a fire escape, or shall not be so placed as to interfere with an opening which is required for legal ventilation.
(c) Renewal permit and fee. Every five years from the date of the issuance thereof, a renewal permit shall be required. The renewal permit shall be issued only upon the written certification of a qualified sign installer to the Building Official that the sign covered by the original permit is in good repair and in a proper state of preservation and in no way endangers the public safety. Before issuing a renewal permit, the Building Official shall collect a fee as provided in § 117.03(s) of the codified ordinances.
