Whoever violates any provision of this article, shall for each offense, be fined not less than $10, nor more than $100, or be imprisoned not more than ninety days, or both; provided that, a civil action for recovery of the above penalties may be instituted by summons and proceeded upon in the manner provided by law for recovery in civil actions. Each day a violation is permitted to exist shall constitute a separate offense.
