No person shall in any manner hinder, obstruct, delay, resist, prevent or in any way interfere with the Smoke Control Engineer in the performance of any of his or her duties, nor shall any person refuse to allow the Engineer or any member of the Smoke Control Board the right to inspect any premises at all reasonable hours for the purpose of enforcing provisions of this article.
