(a) The Smoke Control Board is hereby authorized to grant to any person a temporary permit for the continued operation of non-complying fuel-burning equipment, upon due application, hearing and proof that the provisions of this article cannot be promptly complied with, and that alterations or additions to such fuel-burning equipment, necessary for the elimination of dense smoke, are in process of provision.
(b) Such temporary permits may be granted for a period of not more than six months, and such period may be extended for cause, for not more than three months at any one time.
