§ 1161.03 EXCEPTIONS FOR EMISSION OF DENSE SMOKE.
   (a)   No person shall cause, suffer or allow to be emitted into the open air, from any fuel-burning equipment during the building of new fires, except steam locomotives as hereinafter provided, cleaning operation, reversing gas producer cycles or equipment breakdowns, smoke the shade or density of #2 of the Ringelmann Chart, except for three minutes in any 15-minute period during which the smoke may be equal to #2 of the Ringelmann Chart, and except for two minutes in any 15-minute period during which the smoke may be greater than #2 of the Ringelmann Chart.
   (b)   No person shall cause, suffer or allow to be emitted into the open air, from any steam locomotive during the building of a new fire, smoke, the shade or density of which is equal to or darker than the shade or density of #2 of the Ringelmann Chart, except for three minutes in any 15-minute period during which the smoke may be equal to #2 of the Ringelmann Chart, and except for three minutes of which no period shall exceed two continuous minutes in any 15-minute period of the first thirty minutes of a new fire during which the smoke may be greater than #2 of the Ringelmann Chart, and except for two minutes in any 15-minute period of the second 30 minutes of such new fire during which the smoke may be greater than #2 of the Ringelmann Chart.
