(a) Any action by any person, firm, corporation or other entity which violates this article or any regulations thereof shall be punishable by a fine not to exceed $300 upon a first conviction; $400 upon second conviction; and $500 on third or subsequent conviction.
(b) Responsibility for the enforcement of this article shall be with the City Bureau of Police in conjunction with the Department of Streets and Parks.
