§ 1151.08 DISPOSAL OF SOLID WASTE.
   (a)   All solid waste produced, collected and transported from within the corporate limits of the city shall be to the extent permitted by law disposed of at the Lycoming County Solid Waste System unless otherwise controlled and permitted by the Commonwealth of Pennsylvania, Department of Environmental Resources. The storage of solid waste in any authorized collection vehicle after 4:00 p.m. prevailing time within the city is prohibited.
   (b)   No licensed or authorized collector in the city shall dispose of solid waste collected within the city at a place other than the facilities designated in the Solid Waste Management Plan of the city, as approved by the Department of Environmental Resources.
   (c)   No person shall dispose of construction and demolition waste at a place other than the facilities designated in the Solid Waste Management Plan of the city, as approved by the Pennsylvania Department of Environmental Resources.
   (d)   The disposal of bulky wastes, such as, but not limited to refrigerators, stoves or other appliances, pieces of furniture, auto parts and other household goods and equipment shall be performed by commercial or private collection unless a clean-up campaign by the city prescribes otherwise the manner of such collection and disposal.
   (e)   Nothing in this article shall prohibit a person from disposing of paper or paper products as prescribed in Art. 1513 (Bonfires and Outdoor Rubbish Fires) of the codified ordinances of the city.
