§ 1151.06 COLLECTION AND COLLECTION CHARGES.
   (a)   Municipal waste to be collected by a licensed collector shall be prepared for and collected at least once per week.
   (b)   Any person or commercial establishment authorized to dispose of their own waste shall provide for collection at intervals short enough to prevent accumulations of waste that may be unsafe, unsightly or potentially harmful to the public health, but in no case shall commercial establishments dispose of their waste at an interval of greater than one week.
   (c)   All agreements for collection, transportation and disposition of solid waste collected on a door-to-door basis shall be by private contract between the person and collector.
   (d)   Upon reasonable request by the City of Williamsport or its authorized designee, the owner or the individual or entity otherwise contractually responsible (i.e., tenants) for disposing of solid waste at the property shall furnish satisfactory proof that said solid waste is being handled as required by the requirements of this article. Following said request, the responsible party will have 72 hours to provide proof to the City of Williamsport or its authorized designee by way of receipts from or proof of payment to a solid waste collector or weight tickets from or proof of payment to a disposal facility or by other means sufficient to satisfy the terms and conditions of this article.
