§ 1151.04 LICENSE REQUIRED; FEE AND TERM.
   (a)   No person shall collect municipal waste within the jurisdictional limits of the city without first obtaining a license from the Lycoming County Solid Waste Department. The procedures and fee for obtaining such a license shall be established by the Lycoming County Commissioners and shall take effect on 7-1-1985, and every year thereafter. Any person issued a garbage license prior to 7-1-1985, for the calendar year 1985 shall be issued a new license by the Lycoming County Solid Waste Department for the fee prescribed.
   (b)   No person shall collect bulky wastes for profit without first obtaining a license from the Lycoming County Solid Waste Department. The fee and procedures for obtaining such license shall be established by the Lycoming County Commissioners and shall take effect 7-1-1985, and every year thereafter. Any person issued a rubbish license prior to 7-1-1985 for the calendar year 1985 and desires to collect exclusively bulky wastes, as defined in this article, shall be issued a new license by the Lycoming County Solid Waste Department for the fee prescribed.
   (c)   Nothing in this article shall prohibit any person, not regularly engaged in the business of collecting municipal or bulky wastes for profit, from hauling and disposing of their own municipal waste or bulky wastes in accordance with this article and as permitted by the Commonwealth of Pennsylvania, Department of Environmental Resources.
   (d)   Licenses shall be valid for a 12-month period from July 1 through June 30, but may be revoked by any time by the city or the Lycoming County Solid Waste Department for violation of this article. Licenses shall be renewed annually by June 15.
