This article shall not be construed to exclude the public from the use and enjoyment of such area. The city shall at all times have the power and authority to adopt suitable rules and regulations concerning the use and occupation of the area by the public generally, pursuant to § 3710 of the Act of 6-23-1931, P.L. 932, Art. 37.
