The part of the Max M. Brown Memorial Park bounded on the east by Elm Street, and on the north by West Fourth Street, on the west by a road (entrance to area occupied by the Model Airplane Club, and on the south by Lycoming Creek, except the area occupied by the dike and the area occupied by the public rest rooms is expressly set aside for use as a playground and public park for little league baseball and the public’s enjoyment thereof.
