No person shall construct curbing or a sidewalk or a driveway in any public street in the city without first obtaining a permit from the Engineering Department. The permit shall be good for a period of four months from the date of issuance and is valid only to construct a curb and/or sidewalk pursuant to line and grade which shall be supplied by the Engineering Department.
