(a) If an ordinance embodying any temporary regulation or any part thereof fails to be enacted by Council, such regulation or any part thereof shall, at the end of the temporary period of 90 days, cease to be effective.
(b) If Council directs that any temporary traffic regulation shall be discontinued immediately, the traffic control devices affecting such temporary regulation shall be removed at once and the regulation shall be void.
