It shall be the duty of every pawnbroker or secondhand dealer to create and maintain a legible and correct copy of his or her register summarizing all property received, deposited or purchased. This register and the underlying transaction receipts upon which it is based shall at all times be available for inspection by any officer of the Williamsport Bureau of Police upon request.
