§ 330.03 DEFINITIONS.
   For the purposes of this article, the following terms, phrases, and words shall have the meaning given herein.
   CITY. The City of Williamsport, Lycoming County, Pennsylvania.
   PAWNBROKER. Any person (as hereafter defined) whose regular business is to purchase, take or receive, by way of pledge, pawn, or exchange, any goods, wares or merchandise, or any kind of personal property whatsoever.
   PERSON. An individual, partnership, corporation, joint venture, trust, association or any legal entity, however organized.
   PLEDGED GOOD. Any asset or tangible personal property, to include jewelry, which is deposited or otherwise actually delivered into the possession of a pawnbroker or secondhand dealer during a transaction.
   RECORDS or DOCUMENTS. Any item in hard copy or produced or producible in format of storage commonly described as electronic, imaged, magnetic, micro photogenic or otherwise, or any reproduction so made, which shall have the same force and effect as the original thereof.
   REGISTER. A log containing transaction receipts for all transactions, register can be maintained either electronically or as a written record.
   SECONDHAND DEALER. A person (as hereafter defined) whose regular business includes selling or receiving tangible personal property (excluding motor vehicles) previously used, rented, owned or leased; but it does not include any not-for-profit or charitable organization participating in such activities.
   TRANSACTION. Any agreement between a buyer and seller or to sell, exchange, pawn or pledge any exchange, asset or tangible personal property, to include jewelry.
   TRANSACTION RECEIPT. A receipt or written record or documents required to be or otherwise kept by pawnshops and secondhand dealers recording transactions as described below.
