(a) The grantee shall provide information as to its initial monthly rates, installation charges and all other charges, including, but not limited to equipment rentals or charges and late fees.
(b) The grantee shall give subscribers at least 30 days’ notice of its intention to change monthly rates, equipment charges and installation charges by mailing notices thereof to each subscriber to whom such charges will apply. The grantee shall also provide city with 30 days’ advance notice of any rate changes and will provide an updated schedule.
(c) The grantee shall not deny service or access or otherwise discriminate against subscribers in violation of any city ordinance. The grantee shall not subject any person to any prejudice or disadvantage with respect to rates.
