A Recreation Commission is created:
(a) To equip, supervise, operate and maintain the playgrounds and pools of the city. The term “playground”, as used in this article, includes Municipal Playgrounds and all athletic fields and/or surfaces, but does not include any golf courses.
(b) To plan, organize and supervise all special events sponsored by the Williamsport Recreation Department.
