§ 54.04 WASTEWATER SERVICE POLICY.
   (A)   It is the city's policy that, unless specifically excepted, all new development within the city utility service boundary shall provide for the discharge of domestic and other liquid waste to the municipal wastewater system. It is intended that no new development inside or outside the city limits will be granted water service unless they are served by a central sewage collection system. All development shall be required to extend to and through their project a wastewater collection system of a size sufficient to dispose of these wastes to the public system. When deemed appropriate and necessary, the developer shall size and extend the main trunk and/or collector lines to the upstream extremities of the project to provide reasonable access to potential upstream users to the city system. Wastewater lines for the development shall be in accordance with city codes and standards and wastewater impact studies, provided by the developer, as may be required.
   (B)   All new proposed public sewer systems shall be gravity flow. Public pressure sewer systems, including piping, lifts, and appurtenances, are prohibited. No new public sewer lift stations will be permitted within the city system.
   (C)   Private pressure sewer systems, including individual pressure sewer services, are not allowed unless approved by the Utilities Division and City Engineer. Such systems, if approved, will remain the property of and responsibility of the development or property owner.
   (D)   On-site disposal systems will be permitted only if gravity sewer is not reasonably available and in accordance with ADEQ guidelines. On-site disposal systems shall be designed to allow immediate future ties to public sewer lines when they become available (per ADEQ guidelines).
