§ 36.27 CONTRACTING AUTHORITY.
   The City Manager may enter into contractual agreements, employment agreements, and any other legally binding instruments on behalf of the city which he or she determines to be in the city’s best interest, provided that said agreements are not longer than four years in length and that total city financial expenditures contained within the agreement—exclusive of grants or funds provided by third-party sources—do not exceed $10,000 per year, exclusive of taxes. The City Manager may only enter into contractual agreements, employment agreements, and other legally binding instruments on behalf of the city in which the length of said agreement is longer than four years and/or the total city financial expenditures contained within the agreement exceed $10,000 per year, at the express consent of the City Council.
