The city may elect to waive the provisions in §§ 36.17 and 36.18 in respect to obtaining competitive bids or quotes, when a product or service is purchased through a bona fide group purchasing organization, provided that such group purchasing organization has implemented reasonable procedures to ensure products and services offered through the group purchasing organization represent the best value to the city.
