In the event that the city wishes to purchase a product or service which is only available through a single manufacturer, distributor, or vendor and it is reasonably determined that no suitable alternative product, service, or purchasing source is available, the city may elect to waive the provisions in §§ 36.17 and 36.18 in respect to obtaining competitive bids or quotes, as long as sufficient documentation is made available to confirm that no suitable alternative product, service, or purchasing source is available.
