The intent of this subchapter is:
(A) To provide for wall murals on old and new development in the Central Business District of the city;
(B) To preserve and protect the special character and identity of the city’s downtown area;
(C) To ensure that renovation and/or rehabilitation within the Historic Preservation District will be compatible with and will preserve and enhance the district’s special character, a portion of which has been included in the National Register of Historic Places; and
(D) To establish guidelines based on the existing character of the downtown, as defined by its prevailing architectural styles, building materials and urban design features.
