(A) Creation of office. The office of City Librarian is hereby created.
(B) Appointment of City Librarian. The City Manager shall be responsible for selecting the City Librarian with the advice and consent of the City Council. The compensation of the City Librarian shall be fixed by the City Manager.
(C) Duties of the City Librarian.
(1) Annual report. The City Librarian, on or before the first Monday of July of each year, shall make a report to the City Council containing:
(a) A full statement of all property and money received, where derived and its use and expenditure;
(b) The number of books, journals and other publications on hand, the number added by gift, purchase or otherwise during the year, the number lost or missing and the number and kind of those loaned;
(c) Such other statistics, information and suggestions as may be of general interest; and
(d) A financial report, showing all receipts and disbursements of money.
(2) Library management. Advise the City Council regarding the following:
(a) The creation and enforcement of rules, regulations and by-laws necessary for the administration and government of the library and all library property;
(b) Exercise and administration of any trust declared or created for the library or reading room;
(c) Recommend the purchase necessary books, journals, publications and other personal property;
(d) Make recommendations to the City Council and City Manager for library staffing; and
(e) Request the drawing and payment of money out of the Library Fund for any liability authorized.
(3) Records. The City Librarian shall keep such records and make such reports concerning the activities of the library as may be required by the statute or by the Mayor and Council. The City Librarian shall be responsible for the performance of the library and of its functions. The City Librarian shall be responsible for the control and custody of all library property and equipment and shall exercise general supervision of the library.
