If any part of “The Zoning Ordinance of the City of Williams, Arizona,” is found to be invalid or unconstitutional by any court, such action shall not apply to the ordinance as a whole and it is intended and declared that all parts of said “Zoning Ordinance of the City of Williams, Arizona”, not expressly declared to be invalid or unconstitutional shall continue in full force and effect.
