§ 156.06 TAXICABS.
   (A)   No person shall operate a vehicle that is carrying passengers for hire from the Airport unless he or she is the holder of a contract authorizing same by the Council.
   (B)   Except for discharging passengers, no person shall park on the Airport, a vehicle used for the purpose of carrying passengers for hire unless he or she is the holder of a contract authorizing same by the Council.
   (C)   No person shall, on the Airport, solicit or invite any person to ride in a vehicle used for the purpose of carrying passengers for hire, either by driving slow past a loading entrance to an airport building or by any other act or utterance calculated to induce that person to engage the vehicle, unless said taxicab operator is the holder of a contract authorizing same by the Council.
