§ 152.41 SERVICE OF NOTICE.
   Notice shall be given in writing, by serving personally upon the occupant (if there by any occupant), and upon the owner, each a copy of such notice, directed to the occupant (if any) and the owner:
   (A)   Non-resident owner. If the owner be a non-resident of the city, service of the notice shall be given by serving the occupant personally and by mailing a copy to the owner at his or her last known address as shown by the last assessment roll of the city; or
   (B)   Vacant premises. If there be no occupant, by posting a copy of the notice in a conspicuous place upon the premises, and service a copy upon the owner as hereinbefore provided.
