§ 152.03 USE OF PARKS AND RECREATION FACILITIES.
   The City Manager or his or her representative shall prepare regulations, which shall be approved by the City Council, governing access to, and use of, all parks and recreation facilities. Said regulations may include a schedule of fees for use of said facilities.
