(A) No person shall be a Council member unless, at the time of election, he or she is 18 years of age, a qualified elector of the city, residing within the city limits at the time of election and has resided therein for one year next preceding.
(B) Any person who has resided for at least one year preceding an election in an area annexed at least 30 days prior to such election by the city shall also be qualified.
