§ 12.01 PURPOSE.
   The purposes of this chapter are to:
   (A)   Create a procedure for code enforcement, including specialized civil citations, and administrative agreements between the city and a person accused of violating the city code; and
   (B)   Provide a timely, efficient means to address code violations.
