There shall be and is hereby established a datum plane for the city, which plane is an assumed elevation of 100 feet below a point on the sidewalk at the northwest corner of Lot 12, Block 16, Original Williams Townsite, which point is definitely marked by a cross chiseled in the sidewalk, at reference to which all grades pertaining to the city shall be established.
