There is hereby established a policy and orderly program for the extension of services and facilities of the Northside Sewer Improvement District Number II sewer system to serve and provide for newly developed areas and subdivisions within the city which are located outside of the geographical boundaries of the Northside Sewer Improvement District Number II.
