All businesses and industries using city water shall be restricted to the use of the amount of water used by the business or industry during the corresponding month of the year preceding the effective date hereof.
(A) The provisions of this subchapter shall not apply to those businesses and industries declared, by resolution of the Council, to be necessary for the public health, safety and welfare.
(B) Businesses and industries processing animal, vegetable and mineral matter for food purposes shall be regulated in the use of water as the City Manager determines the minimum quantities in a particular food processing business.
(C) All public and private records necessary to determine the uses of water restricted by this subchapter shall be made available to the City Manager upon his or her written request.
