(A) No water from the city water supply shall be turned on for service into any premises by any person, but the Water Superintendent or his or her designated appointee.
(B) No water shall be turned on for service in premises in which the plumbing does not comply with the specifications of the city; provided that, water may be turned on for the construction work in unfinished buildings, subject to the provisions of this subchapter.
(C) Application to have water turned on shall be made in writing to the office of the City Clerk, and shall contain an agreement by the applicant to abide by and accept all of the provisions of this chapter as conditions governing the use of the city water supply by the applicant.
