All mains, laterals, pipes, hydrants and fixtures now laid, constructed or installed, or hereafter to be laid, constructed or installed, in, under, across or through the streets, avenues, alleys and other thoroughfares of the city, or adjacent territory, for supplying water to said city and the inhabitants thereof, are hereby declared to be the property of the city, under the control thereof and subject to the provisions of this subchapter.
