Any person who violates, neglects, refuses to comply with or assists or participates in any way in the violation of any of the provisions or requirements of this chapter or of any of the provisions or requirements of any adult entertainment license shall be fined not more than $500 for each violation. Each day the violation continues shall constitute a separate offense. The Adult Use Commission shall give written notice to any person of any violation and the fine imposed by serving a citation in person or by certified United States mail, postage prepaid, return receipt requested, addressed to the licensee’s address as set forth in the licensee’s application.
