Pursuant to ILCS Ch. 55, Act 5, § 2-5009(q), the County Executive is authorized to exercise internal control over the operations of his or her personal office and staff in a manner similar to all other county elected officials. The County Executive shall have the authority to exercise independent judgment in the expenditure of his or her budget within the limits established by the County Board and ILCS Ch. 55, Act 5, § 2-5009(p).
