§ 150.116 BUILDING CODE REQUIREMENTS FOR TEMPORARY STRUCTURES AND REQUIREMENTS ASSOCIATED WITH ZONING TEMPORARY USE PERMITS.
   (A)   A building permit is required for a temporary building or the use of any building associated with a special event in which the public, volunteers and/or employees of such special event will occupy.
   Exception 1: Tents on residential properties for personal use associated with townhouses, a duplex, single family residences and multifamily residential.
   Exception 2: Enclosed Tents 400 square feet or less that have a clearance of 12' from all structures and other tents.
   Exception 3: Tents less than 700 square feet that are open on all sides except a single 20' section and a clearance of 12' from all structures and other tents.
   (B)   Temporary wiring shall be installed per the 2017 National Electric Code (NEC). Electrical services and permanent wiring shall be installed per the requirements of the electrical section of this ordinance and the 2017 National Electric Code (NEC).
   (C)   All temporary structures shall comply with Section 3103 of the 2012 IBC and membrane structures shall comply with Section 3102 of the 2018 IBC; tents and membrane structures shall comply with Chapter 31 of the 2018 IFC.
      (1)   Provide a flame resistant certification for tent fabric; fabric certification shall identify:
         (a)   Names and address of the owners of the tent.
         (b)   Date the fabric was last treated with flame resistant solution.
         (c)   Trade name or kind of chemical used in treatment.
         (d)   Name of person or firm treating the material.
         (e)    Name of testing agency and test standard by which the fabric was tested (NFPA 701).
      (2)   Call J.U.L.I.E. prior to driving stakes at 1-800-892-0123.
      (3)   Tents, canopies, or membrane structures and their appurtenances shall be adequately roped, braced, and anchored to withstand the elements of weather and prevent against collapsing. Documentation of structural stability shall be furnished. Do not use water barrels unless the plans signed and sealed by an Illinois Structural Engineer specifically approve the use of the water barrels.
      (4)   All tents shall conform to the means of egress requirements of IBC Chapter 10 and shall have an exit access travel distance of 100 feet or less.
      (5)   Many of the tent manufacturer's often indicate that tents should not be occupied when winds are greater than 40 mph and/or if there is rain or lightening. It is the permit holder's responsibility to be aware of the usage recommendations and to provide evacuation directions, if necessary.
   (D)   For enclosed or partially enclosed tents exits shall be clearly marked: exit signs shall be installed at required exit doorways and where otherwise necessary to indicate the direction of egress. Provide illuminated exit signs and emergency lighting when operations will take place outside of full daylight hours. All exiting shall meet compliance with Chapter 10 - Means of Egress of the 2018 IBC including, but not limited to:
      (1)   Code calculated occupant load shall be determined by Table 1004.1.2.ii. The required egress width shall be determined by calculating the occupant load served by such a component by a means of egress capacity of .2 inch per occupant but not less than 3' in width.
      (2)   Submit a floor plan showing compliance for means of egress (see example table and chair layout plan from the National Fire Protection Agency).
      (3)   Table 1021.2(2): A minimum of two exits are required from a space; one exit would be permissible with a maximum load of 49 occupants and minimum 75 feet travel distance (100 feet of travel distance is allowed when more than 49 occupants with the 2 exits).
      (4)   1008.1.9: All doors shall be readily open-able from the egress side without the use of a key or special knowledge or effort.
      (5)   1008.1.2: Egress doors shall be of the pivoted or side-hinged swinging type; doors shall swing in the direction of egress travel where serving an occupant load of 50 or more persons.
   (E)   Submit a plat of survey showing the following (for review by building and zoning departments of Will County):
      (1)   Location of all permanent and temporary structures.
      (2)   Location of any "roped" off areas.
      (3)   Location and number of bathrooms and hand washing facility units.
      (4)   Traffic flow plan with minimum 12' driving aisles.
      (5)   Emergency vehicle access per local fire district.
      (6)   Accessible parking area at the shortest accessible route to event.
      (7)   Main parking area.
      (8)   Over flow parking area.
   (F)   Compliance with the Illinois Accessibility Code is required including but not limited to the accessible parking provisions and an accessible route from the accessible parking area to the event.
   (G)   Total number of accessible and regular toileting and hand washing facility units shall be based upon Appendix A 890, Table B, of the 2014 Illinois State Plumbing Code.
   (H)   Portable fire extinguishing equipment shall be furnished and maintained including one rated fire extinguisher for every 3,000 sf of floor area (IFC 906); review potential additional requirements with the local fire protection district.
   (I)   Any inflatable attractions shall be adequately roped, braced, and anchored to withstand the elements of weather and prevent against uplift and collapse. The operator of the bounce house must meet compliance with the State of Illinois Amusement Ride and Attraction Safety Act (ILCS Ch. 430, Act 85).
   (J)   All special amusement occupancies/haunted house/scare house/maze shall meet the requirements of the 2018 International Fire Code:
      (1)   Definition: Special Amusement Building: a building that is temporary, permanent, or mobile that contains a device or system that conveys passengers or provides a walkway along, around, or over a course in any direction as a form of amusement arranged so that the egress path is not readily apparent due to visual or audio distractions or an intentionally confounded egress path, or is not readily available because of the mode of conveyance through the building or structure.
      (2)   FC 914.7: Special amusement buildings shall be equipped throughout with an automatic sprinkler system in accordance with 903.3.1.1; exception: automatic sprinklers are not required where total floor area of a temporary special amusement is less than 1,000 sf and travel distance from any point to an exit is less than 50 feet. Provide a plan indicating that the above has been met.
      (3)   IFC 914.7.2: Special amusement buildings shall be equipped with an automatic smoke detection system (907.2.12).
      (4)   An emergency voice/alarm communication system shall be installed in accordance with 907.2.12.2 and NFPA 72.
      (5)   The minimum width of aisles shall not be less than 36 inches clear of all obstructions (maximum 180 occupants).
      (6)   At each location where there is a change in direction, a minimum clear turning space 60 inches in diameter or T-shaped space is required.
      (7)   Exit signs and emergency lighting shall be maintained during operations.
      (8)   Highly flammable materials such as cotton batting, straw, dried plant material, plastics, etc. shall not be used for decorations or construction. Interior finish shall be Class A in accordance with section IBC 803.1 (Flame Spread 0-25; smoke developed 0-450.
      (9)   All wiring and electrical appliances must comply with the 2017 National Electric Code; the electrician needs to comply with the contractor licensing, registration, and bonding requirements as required by Will County Land Use.
   (K)   Follow all local, state and federal laws.
