This ordinance, including the rules and regulations it adopts by reference, is entitled the "Will County Building Ordinance". The "number" and/or "letter" designation used to set off or identity its various parts refer to paragraphs of the text. Reference to any one of these paragraphs may be by such number and/or letter designation alone. For the purpose of this ordinance the word "shall" constitutes a mandatory requirement and must be complied with. Where there is a conflict between a general requirement and a specific requirement, the specific requirement shall apply.
