§ 56.100 PERMIT REQUIRED.
   In order to provide for the safe placement of utilities and facilities within the rights-of-ways of county highways, to safeguard the motoring public, to promote the orderly and efficient use of public rights-of-way, and to ensure that said placement of utilities and facilities does not inhibit the county's ability to maintain, operate, and improve the county highway system, it is hereby declared to be the policy of the county to regulate the placement, removal, relocation, modification, or retirement of utilities and facilities within the rights-of-way of county highways through the rules, requirements, and regulations established by this chapter and the specifications, requirements and conditions contained in the Technical Reference Manual.
