Unless otherwise provided herein, publication of any notice or other instrument under this chapter shall be made by publishing the notice or other instrument once in a newspaper published within the community having jurisdiction over the matter to which the publication relates (or, if no newspapers published within the community then a newspaper published in the county and having a general circulation within the community), the publication being not less than 15 or more than 30 days before the hearing or other event to which the publication relates.
