If an area in the unincorporated county is adjacent to a municipality and the area is currently using the address numbering system used in the adjacent municipality, the current address numbering system may be retained if:
(A) The emergency services agencies servicing the area request that the address numbering system currently being used by retained; and
(B) Changing the current address numbering system would cause confusion for the emergency services agencies serving the area.
