(A) The purpose of implementing a uniform address system throughout the unincorporated areas of the county is:
(1) To locate specific parcels of property;
(2) To improve emergency and other services to residents throughout the county; and
(3) To develop a systematic method of determining a correct address within the county.
(B) ILCS Ch. 55, Act 5, § 5-1067 provides that “a county board may name or may change the name of any street, lane, road or highway and may regulate the numbering of buildings and lots adjacent to any street, lane, road or highway in the unincorporated area of a county”.
